- People who have been diagnosed with high-risk bladder cancer, as classified by the American Urological Association (AUA)
- People who have already completed an initial course (called "induction") of either BCG therapy or a combination of gemcitabine and docetaxel delivered directly into the bladder

- People who have had high-risk non-muscle-invasive bladder cancer at any point in the three years before joining the trial
- People who have previously received any induction course of treatment delivered directly into the bladder (prior to the one described above)
- People whose bladder cancer cells appear in an unusual or atypical form under the microscope (confirm with trial site)
- People who also have a current disease affecting the upper parts of the urinary tract, such as the kidneys or ureters
