Who might be able to join this trial:

• People aged 18 or older
• People who have been diagnosed with a specific type of low-grade bladder cancer (called low-grade non-muscle invasive urothelial carcinoma), confirmed through a laboratory tissue test. People with a mix of low- and high-grade bladder cancer may also be eligible, given that mixed types are common
• People whose urologist has not recommended a course of bladder-infused BCG (a type of immune therapy) or chemotherapy treatment
• Male participants whose partners could become pregnant must agree to use two accepted forms of contraception, continuing for at least 6 months after the study medication is stopped

Who may not be able to join:

• People who are scheduled to receive BCG therapy, or who have received BCG therapy within the last 5 years
• People who are scheduled to receive chemotherapy infused directly into the bladder, or who have received a full course of this treatment within the last 5 years. However, people who received a single dose of this type of chemotherapy within 24 hours after surgery may still be eligible
• People who have low testosterone levels (clinical hypogonadism), are on testosterone replacement therapy, or who have prostate cancer or another condition being treated with hormone therapies
• People who have taken a type of medication called 5-alpha-reductase inhibitors within the last 2 years
• People who have had an allergic reaction or serious side effects from the medications finasteride or dutasteride in the past
• People with a history of liver disease where certain liver function test results are more than twice the normal upper limit. People with a specific condition called Gilbert's disease may still be considered
• People who have been admitted to hospital multiple times for heart failure in the past 12 months, or who have an unstable heart condition
• Female participants who could potentially become pregnant are generally not eligible. For this trial, this includes women under 50 years of age. Exceptions may be considered by the lead trial doctor on a case-by-case basis, if there is documented confirmation that pregnancy is not possible (for example, in someone without a uterus)
• People who regularly take certain medications known as potent CYP3A4 inhibitors — including ritonavir, ketoconazole, verapamil, diltiazem, cimetidine, troleandomycin, or ciprofloxacin (confirm with trial site for a full list). Taking these medications occasionally, such as a short course of ciprofloxacin for an infection, is not a barrier to participation
