Who might be able to join this trial:

• People aged 18 or older (any gender)
• People whose general health and ability to carry out daily activities meets a certain threshold, as measured by a standard medical scale called the ECOG scale (score of 2 or lower)
• People who have been diagnosed through tissue testing with a specific type of bladder cancer — high-risk, non-muscle-invasive bladder cancer (high-grade Ta and/or T1 stage, without carcinoma in situ) — that has stopped responding to a standard treatment called BCG
• People who have had a procedure to remove the bladder tumour, confirmed by a camera examination of the bladder (cystoscopy) within 6 weeks before joining the trial, showing the lesion has been fully removed; for T1-stage disease, the tissue sample must also show bladder muscle tissue was present
• People for whom bladder removal surgery (radical cystectomy) is either not medically suitable or not something they wish to pursue
• People whose blood counts and organ function (such as liver and kidneys) are at adequate levels

Who may not be able to join:

• People who have previously been diagnosed with bladder cancer that has grown into the muscle wall or spread to nearby areas or other parts of the body (T2, T3, T4, or cancer that has spread to lymph nodes or beyond)
• People who have had bladder tumour removal surgery (TURBT) or radiation therapy within 2 weeks before joining, or any major surgery within 28 days before joining
• People who previously received certain treatments for their bladder cancer — including chemotherapy placed directly into the bladder, oncolytic virus therapy, immune checkpoint inhibitor medications, or other experimental treatments for this type of bladder cancer — without having experienced a recurrence or worsening of their cancer before enrolment
• People who have previously received any treatment designed to stimulate the immune system
• People found to have a tumour in the upper urinary tract (detected by a CT or MRI scan), a tumour in the urethral or prostate area (detected by cystoscopy), or any other cancer diagnosed within the past 5 years
• People with a history or test findings suggesting active tuberculosis within 1 year before joining the trial
