Who might be able to join this trial:
- You have been diagnosed with Eisenmenger syndrome and your doctor has rated your symptoms as Class II, III, or IV (a scale used to measure how much your condition affects daily life)

Who may not be able to join:
- You are currently admitted to hospital
- You have a history of significant or repeated bleeding episodes

- You are being considered for any type of surgery, except dental procedures
- You currently have an active infection or inflammatory disease that is causing noticeable symptoms

- You are taking any long-term blood-thinning medication other than warfarin
- You have diabetes
- You are currently pregnant, have recently stopped using contraception, or have missed periods (confirm with trial site)
- You have previously had a bad reaction or intolerance to pentoxifylline or similar medications (called xanthine derivatives)
- Your kidneys are not working well enough, specifically if your kidney filtration rate is 30 mL/minute or below
