Who might be able to join this trial:
- People who have some remaining weakness in one arm or hand after a stroke, shown by specific test scores or by the affected hand performing noticeably worse than the unaffected hand on grip or dexterity tasks
- People who had an ischemic (blocked blood vessel) or hemorrhagic (bleeding) stroke at least 6 months before joining the trial
- People who are willing and able to give their informed consent to participate

Who may not be able to join:
- People who have a history of any neurological disease or brain/nerve injury other than stroke

- People who have a cortical, deep brain, or vagus nerve stimulator implanted
- People who have cervical spine epidural stimulation
- People who have a ventriculoperitoneal shunt (a device that drains fluid from the brain)
- People who have any magnetic metal implants in the head or neck area
- People who have had a seizure in the last 12 months while taking anti-epilepsy medication
- People who have previously had a bad reaction to TMS (transcranial magnetic stimulation) or nerve stimulation
- People who are currently pregnant, suspected to be pregnant, or planning to become pregnant
- People who have made any changes to their medications within the last month
