- Pregnant women who are less than 20 weeks along in their pregnancy
- Pregnant women who plan to give birth at Guangzhou Women and Children's Medical Center
- People who are permanent residents of Guangzhou, or whose family plans to stay in Guangzhou with their child for more than 3 years
