Who may be able to join
- People diagnosed with early-stage non-small cell lung cancer (stages IIB to IIIB with N2 involvement) that has been confirmed through a tissue sample and is considered operable (suitable for surgery).
- People whose tumor has tested negative for certain specific gene mutations or fusions (EGFR, ALK, and ROS1) in the primary tumor or nearby lymph nodes.

- People who have previously had radiotherapy directed at a specific area of the body (local radiotherapy).
- People who have previously been treated with drugs that target certain immune system pathways, such as checkpoint inhibitor medications.
- People who have previously been treated with anlotinib or other anti-angiogenic drugs (medications that block blood vessel growth in tumors).
- People with a known allergy or sensitivity to any ingredient in the study drugs Penpulimab, Anlotinib, or the chemotherapy used in this trial.
- People who have difficulty taking oral (swallowed) medication, for example due to difficulty swallowing, ongoing diarrhea, or a bowel obstruction.
- People with a past or current history of interstitial lung disease, lung disease caused by medications, or radiation-related lung inflammation that required steroid treatment.
- People whose tumor has grown into, or is likely to grow into, major blood vessels in a way that could cause serious or life-threatening bleeding.
- People who have experienced a blood clot or stroke-related event in the past 6 months, such as a stroke, mini-stroke (TIA), deep vein thrombosis, or a blood clot in the lungs.
- People who are currently pregnant or breastfeeding.
- People with a history of neurological or mental health disorders, including epilepsy or dementia.
