Who might be able to join this trial:
For the main study participants:
- People who were assigned male at birth
- People between 18 and 59 years old
- People who were released from a jail, prison, or detention center (where they stayed for more than 24 hours) within the past 12 months
- People who have been diagnosed with a substance use disorder, or who have sought help for substance use, at any point in the past 24 months
- People who, in the past 24 months, have either had sex with another person assigned male at birth, or have used drugs by injection
- People who have not been diagnosed with HIV (based on what they report themselves)
- People who own a smartphone or are planning to get one
- People who are planning to stay in one of the designated counties for the 9 months after joining the study
For staff participating in surveys or interviews:
- People who are 18 years of age or older
- People who work at a study location or are involved in running the program, or who work at an agency in Los Angeles, Riverside, San Bernardino, or Alameda counties in California
- People who are willing to give their consent to take part
Who may not be able to join:
For the main study participants:
- People who do not own a smartphone and are not planning to get one
- People who are not able to speak and understand English
- People who do not have enough reading ability to use a mobile app on a phone

Initiate PrEP regimen; Demonstrate adherence to PrEP; Remain on PrEP for at least 3 months; Report an HIV test within 6 months of a follow-up interview; Report a test for HCV; Engage in substance use treatment in the community; Reduce substance use
