- People who do not have HIV
- People attending a clinic for one of the following reasons: HIV screening, hepatitis screening, sexually transmitted infection (STI) screening or treatment, exposure to blood, body fluids, or sexual contact, post-exposure prophylaxis (medication taken after a possible HIV exposure), or pre-exposure prophylaxis (medication taken to help prevent HIV)
- People who have signed a consent form agreeing to participate
