- People who have HIV-1 infection
- People who are older than 14 years of age
- People whose HIV has shown resistance to all four main groups of HIV medications (known as NRTIs, NNRTIs, PIs, and INIs), meaning the virus is at least partially resistant to at least one medication from each of these four groups, as measured by a recognised testing method called the Stanford algorithm.
