- A surgeon, radiologist, or oncologist has diagnosed the person with primary liver cancer (hepatocellular carcinoma, or HCC), either through imaging or a tissue sample, following international guidelines
- The person has a single liver tumour that measures between 5 and 10 cm at its longest point
- The person's liver function falls within a certain range, classified as Child-Pugh A or B (a measure of how well the liver is working — confirm with trial site)

- People with hepatitis B are being treated with adefovir or entecavir, OR people with hepatitis C have a negative HCV DNA test result

- There is a blood clot caused by the tumour in a blood vessel (tumour thrombus)
- The cancer has spread to nearby lymph nodes
- The cancer has spread to areas outside the liver (extrahepatic metastasis)
