- People who have, or have had, another type of cancer — with some exceptions, such as certain cured skin cancers, a specific type of early cervical cell change, or other cancers that were fully cured at least five years ago.
- People who have an active infectious disease, either a current acute infection or an ongoing chronic infection.
- People who have a history of epilepsy, central nervous system disease, or a mental health condition that has not been fully controlled.
