  • People who are under guardianship or a similar legal arrangement where another person manages their affairs
  • People whose freedom is restricted by a court or government decision, or who are under any other form of legal protection
  • People who have lasting effects from an ear infection, or who have a history of an ear, nose, or throat condition that permanently affects their hearing or balance — such as a tumour on the hearing nerve, Ménière's disease, sudden or fluctuating hearing loss, or hearing loss present from birth
