- People aged 18 or older who are health officials at a ministry or district level
- People who are willing to complete a questionnaire and take part in an individual or paired interview
- People who can speak English or the main language used at the health facility
- People who are able and willing to sign a consent form
Who may not be able to join:
- People who have any condition that, in the opinion of the study's lead investigators, would prevent them from giving informed consent, make participation unsafe, complicate the study results, or interfere with the study's goals (confirm with trial site)
